Electricity and water in Bamako: opening an EDM or SOMAGEP meter

In Bamako, electricity is supplied by Énergie du Mali (EDM) and drinking water by the Malian Drinking Water Management Company (SOMAGEP). Opening a meter works the same way with both: file at the branch, site visit, quote, payment, then installation. This page follows the two sheets on the Government of Mali's official procedures portal.

Key points (checked on 17 October 2026)

  • Where: at the reception desk of an EDM or SOMAGEP branch, or a customer service point.
  • Documents: copy of your ID and copy of the property document for the home (allocation letter, occupation permit or land title).
  • Tenant: a connection authorisation signed and legalised by the owner, and a copy of the owner's ID.
  • Timeline: appointment within 15 days for the quote, then meter fitted within 15 days of payment.
  • Cost: connection fees are on the quote, drawn up after the visit.

The file at the branch

On site, you fill in:

  • a connection authorisation, signed and legalised by the owner if you are a tenant;
  • a subscription application form;
  • a technical quote form.

Attach a copy of your valid ID, a copy of the home's property document and, for a tenant, a copy of the owner's ID. The owner's signature is legalised at the town hall: see our page on legalising documents.

The accepted property document is the plot allocation letter, the occupation permit or the land title: see our page on land titles and urban concessions in Bamako.

Visit, quote, payment, installation

  1. When you file, you get an acknowledgement and an appointment within 15 days.
  2. Sales technicians and surveyors visit the site to draw up the quote, approved by the technical officer or, for a network extension, by the head of department or the director.
  3. At the appointment, you see the quote. If you accept it, you sign a contract form and pay the installation fees at the cash desk; you receive a receipt and the original contract.
  4. The technical department fits the meter within 15 days; you sign an installation form, then the subscription is recorded for billing.

Why timelines slip

The sheets admit it: deadlines are not always met. The reasons given are ground that is hard to dig, equipment shortages and, for electricity, missing or inaccurate details on where the home is, for example on an uncoded street. Giving precise landmarks and a reachable phone number helps the technicians find you.
