Fuel and electricity in Mali in 2026: a 45-day security stock and EDM's extended concession
What the 2026 texts provide on energy in Mali: a national petroleum security stock equal to 45 days of consumption (ordinance no. 2026-014, decree no. 2026-0184), managed by OMAP, and a 3-year extension of EDM-SA's electricity concession.
Fuel and electricity supplies weigh on daily life and on businesses in Bamako. In October 2026, the UK's travel advice reports blockades targeting fuel trucks on routes in southern and western Mali, including around Bamako. Two sets of texts published in the Official Journal in 2026 deal with these issues.
Key points (checked on 18 October 2026)
- A national petroleum security stock created in April 2026: 45 days of national consumption for each product.
- Products covered: unleaded petrol, diesel, jet A-1 and butane gas.
- Managed by the Malian Petroleum Products Office (OMAP); used only in force majeure, by decision of a committee chaired by the head of state.
- EDM-SA's electricity concession is extended by 3 years from 21 November 2025.
The national petroleum security stock
Ordinance no. 2026-014/PT-RM of 10 April 2026 creates a strategic stock of petroleum products, and decree no. 2026-0184/PT-RM of the same day sets out how it works.
| Point | Rule |
|---|---|
| Level | 45 days of national consumption for each product, built up within 90 days of capacity becoming available (decree, article 6) |
| Products | unleaded petrol, jet A-1 fuel, diesel, butane gas |
| Who builds it | the State, through OMAP; part of it, at most half, can be delegated to private oil operators |
| Where | in depots near high-consumption areas and in areas far from supply sources; sites are set by order |
| When it can be used | only in force majeure: natural disasters, wars, embargoes, exceptional price rises, piracy, insurrections, strikes, terrorist acts or threats |
| Who decides | a Strategic Committee chaired by the President of the Republic, with the Prime Minister and the ministers of Finance, Defence, Security, Transport and Trade |
| Replenishment | within a maximum of 45 days after a drawdown |
| Funding | two parafiscal taxes, the security stock tax and the security stock remuneration tax, charged per litre of petrol, diesel and jet A-1 and per kilo of butane; their rates are left to a decree |
Operators that fail to rebuild their share of the stock face a warning, then suspension and withdrawal of their import licence.
EDM-SA's electricity concession
Decree no. 2026-0076/PT-RM of 19 February 2026 approves amendment no. 4 to the electricity public service concession contract between the State and Énergie du Mali (EDM-SA). It amends article 5 of the contract to extend the concession by three years from 21 November 2025.

What this means for a business
- A business that depends on fuel (transport, generators, logistics) remains exposed to supply disruptions: the security stock is reserved for force majeure situations decided by the strategic committee.
- The two parafiscal taxes will add to the retail price of petroleum products once their rates are set by decree.
