Malian nationality certificate: 750 FCFA, 24 hours, and acquiring nationality by marriage or naturalisation
Civil court (criminal record and nationality certificate office)
The nationality certificate proves you are Malian. It is required for many competitive exams, public-sector jobs and visa files. For a foreigner, becoming Malian goes through the Ministry of Justice instead, by marriage or by naturalisation. This page follows the three sheets on the Government of Mali's official procedures portal.
Key points (checked on 17 October 2026)
- Nationality certificate: at the criminal record and nationality certificate office of a civil court, with a copy of your birth certificate extract; 750 FCFA; 24 hours.
- Nationality by marriage: application to the Ministry of Justice after the wedding; the government can object for one year.
- Naturalisation: by decree, after at least 10 years' residence in Mali (5 years in some cases); decree one year after filing.
The nationality certificate
You go to the criminal record and nationality certificate office of a civil court with a copy of your birth certificate extract. The clerk records the request, the chief registrar checks and records it, then the president of the court or the Justice of the Peace with extended jurisdiction signs the certificate, which is handed over at the office.
| Document | copy of the birth certificate extract |
| Fee | 750 FCFA |
| Processing time | 24 hours |
| Legal basis cited by the sheet | law no. 62-18/AN-RM of 3 February 1962, articles 53 and 54 |
The same office issues the criminal record certificate, often required in the same files. Without a birth certificate extract, start by requesting one from the civil status office.
Becoming Malian by marriage
Any foreign or stateless person who marries a Malian man or woman can apply for Malian nationality, unless they declined it before the marriage (article 233 of the Code of Persons and the Family). The application is made after the wedding.
Documents required, according to the sheet:
- a stamped application addressed to the Ministry of Justice;
- a full copy of the marriage certificate;
- the Malian spouse's nationality certificate;
- a full copy of the spouse's birth certificate;
- a certificate of non-renunciation of Malian nationality.
For one year, the government can object to the acquisition by decree. For a marriage celebrated abroad, this period runs from the transcription of the certificate in the civil status register. A decree may set chancery fees.
Becoming Malian by naturalisation
Naturalisation is granted by decree, at the applicant's request (articles 237 onwards of the Code of Persons and the Family).
Residence. At least 10 years of residence in Mali at the time of application, reduced to 5 years for a person who has rendered exceptional services to Mali or for a child born in Mali to foreign parents.
Conditions. Be of age or an emancipated minor (from 15 with the authorisation of the person holding parental authority), of sound mind and good character, show integration into the Malian community, and have no unexpunged sentence of more than one year's imprisonment for an ordinary-law offence. The applicant also signs a solemn act of allegiance to the Republic at the Ministry of Justice.
Documents: an application addressed to the Ministry of Justice, a copy of the birth certificate, a criminal record (bulletin no. 3), a residence certificate, a medical examination and counter-examination certificate, a certificate of good character, a tax or non-taxation certificate and, where relevant, the marriage certificate and the spouse's nationality certificate.
Timeline. The naturalisation decree comes one year after the Ministry of Justice issues the filing receipt. A chancery fee, set by decree, is paid to the Treasury. The decree can be revoked if the conditions were not met or if false documents were produced.
Address given by the sheets: Ministry of Justice, Cité administrative, Bamako; telephone (223) 20 23 68 98 or 20 22 67 56.
